System of Support to Industrial Development

The HiCo Region is characterized by a high rate of economic and industrial development.

Friuli Venezia Giulia is part of the Italian North-East System, a territory featuring a thick fabric of highly qualified and specialized small and medium-sized enterprises.

Goriška, Gorenjska and Obalno-kraška, instead, are characterized by different rates of development but feature a steady growth, and find the strengths of their local economies in heterogeneous sectors.
Thus, besides a system of enterprises, a system of institutions providing support, representation, protection and assistance to economic activities is a natural presence.
Industrial development consortia, category associations and chambers of commerce, industry, agriculture and craftmanship are the players of this system.

The HiCo Region offers a support system for a complete and effective industrial development, especially as regards the most innovative and technologically advanced industries: well-developed industrial structures and infrastructures; established systems of technological transfer and attraction/mobility of talents; research, innovation and advanced training centres; financial support and incentives to investments in technology and innovation; competences in the field of sustainable development; structures supporting partnerships; assistance to internationalisation.

As regards financing for innovation, in the Friuli Venezia Giulia region several types of credit institutions are linked only to the productive sector, whereas in the Slovenian regions it is possible to benefit from a wide range of incentives and a tangible effort in investment attraction.

The activity of supporting technological development implies a series of different actions aimed at creating a stable and continuous flow between the worlds of research and enterprises.

For this purpose, it is necessary to operate with research institutions and laboratories, exploiting their results and orienting their investigation efforts, but also with companies, providing adequate training to their personnel, transforming scientific and technological progress in process and product innovations and supplying managing assistance in the adoption of innovation.
“Technological innovation” stands for the whole set of interventions aimed at developing new products, services or company processes through the use of new technologies.
Four exhibition centres are active in Friuli Venezia Giulia. They host national and international events in several industrial and commercial sectors.

Category associations represent and assist enterprises at a local level, in their relations with institutions, public administrations and sides of labour, protecting the interests of their category with strength and determination. Moreover, they supply high-quality services to their members, in order to support the development of a production system that is competitive and always able to promptly react to changes.

Chambers of Commerce, Industry, Craftmanship and Agriculture are autonomous public institutions performing, within their provincial territorial scope, functions of general interest for the enterprise system, fostering the development of enterprises within local economies. Moreover, they protect the rights of citizens and the right of information by using public registers.
The international orientation of HiCo Region operators, active in the fields of research, technological transfer, innovation diffusion and production of goods and services, is a strategic factor to face competition generated by globalisation processes.
