Category associations represent and assist enterprises at a local level, in their relations with institutions, public administrations and sides of labour, protecting the interests of their category with strength and determination. Moreover, they supply high-quality services to their members, in order to support the development of a production system that is competitive and always able to promptly react to changes.

These services include: economic, financial and accounting advice; assistance in dealing with the bureaucratic and administrative procedures required by public institutions; salary management and trade-union advice; arrangement of seminars, exhibitions and training courses; carrying out of statistical surveys.


Category associations are the most suitable interlocutors for collecting information about the specificity of each industrial, commercial or handicraft business.

  • Category Associations in the HiCo Region

Confartigianato, the trade union organisation that is most representative of the handicraft sector in Italy, combines its trade union activity with efforts in the field of services to enterprises. In Confartigianato, handicraft enterprises find information, representation in subjects of general interest, relations with counterparties in negotiations and with public institutions. On the other hand, for enterprises, the handicraft trade union is a partner ready to supply customised and integrated services. Confartigianato is present in the Friuli Venezia Giulia territory with several provincial offices.

The Association of craftmen of the small and medium-sized enterprises of Trieste is a member of Confartigianato and is a trade union organisation for the protection of handicraft enterprises. The Association participates in the management of the main local and regional bodies working on enterprise problems. Moreover, it offers assistance in dealing with the bureaucratic and administrative procedures required by public institutions, in complying with civil and tax obligations related to accountancy, in performing salary management and in providing trade-union advice. Finally, the Association offers legal and financial advisory services, also in relation to purchase of land or buildings. Its headquarters are located in Trieste but it also has an agency in Muggia.

The Union of craftmen of the small and medium-sized enterprises of Udine is an association representing the handicraft sector, small and medium-sized enterprises and autonomous work in the province of Udine. The Union offers fiscal, trade union, bureaucratic and credit assistance; organises exhibitions and training courses; carries out statistical surveys; deals with accounting, waste materials, quality certifications, law-making initiatives, tariff policies, projects and programmes for development, relations with the public administration. The Union is a member of the Confartigianato national network and is provided with 27 offices and addresses throughout the province of Udine, in Buia, Cervignano, Cividale, Codroipo, Fagagna, Forni di Sopra, Gemona, Latisana, Lignano, Manzano, Moggio Udinese, Ovaro, Palmanova, Paluzza, Paularo, Pontebba, Rivignano, San Daniele, San Giorgio di Nogaro, Talmassons, Tarcento, Tarvisio and Tolmezzo.

The Union of craftmen and small and medium-sized enterprises of Pordenone is a trade union association for the development of handicraft entrepreneurship. The Union deals with: social assistance and protection in the relations between users and social security institutions; promotion and development of members; subsidised credit; entrepreneurial and professional training; quality certifications; trade union assistance; safety of working places; accounting; productive settlements; insurance services; legal, computer science and financial advice; technical development and assistance for various categories.

Isonzo Handicraft Association of Gorizia

The Isonzo Association of craftmen and SME of the province of Gorizia is a member of Confartigianato and is a trade union organisation for the protection of handicraft enterprises. The Association contributes to the management of the main local and regional institutions committed to enterprise problems and supplies assistance in dealing with the bureaucratic and administrative procedures required by public institutions, in complying with civil and tax obligations related to accountancy, in performing salary management and in providing trade-union advice.

The Association headquarters are in Gradisca di Isonzo, Grado and Monfalcone.

The Consortium for the granting of credit (CON.GA.FI) among handicraft enterprises of the province of Pordenone is aimed at facilitating access to credit for handicraft enterprises. For this purpose, the cooperative allows guarantee up to 50% of credit/financing obtained by enterprises, ensuring subsidised rates. Furthermore, it helps new enterprises, female entrepreneurship and heavily distressed companies (with measures against usury). Financial advice is also supplied, in order to help companies in choosing the most subsidised and least expensive form of financing.

The Consortium for the granting of credit (CON.GA.FI.) of Udine is a cooperative made up of handicraft enterprises of the province of Udine and established in cooperation with category associations, the Chamber of Commerce, Industry, Agriculture and Craftmanship of Udine and the Friuli Venezia Giulia Regional Authority. Its aim is to promote the consolidation, development and innovation of handicraft enterprises in the province of Udine. The Cooperative guarantees access to credit and provides financial advisory services to help companies in choosing the most suitable and least expensive form of financing.

The Italian National Confederation of Handicraft and Small and Medium-Sized Enterprises (CNA) protects, represents and promotes handicraft enterprises, consortia and small and medium-sized enterprises with the objective of increasing their weight in their relations with institutions at any level, promoting their development in the market and providing them with ongoing support with regard to planning, information, advice and services. CNA is articulated in a series of professional and sector associations, so as to organise different commodity categories, products and services and supply contractual assistance, specific advice and information on SME typical problems. CNA is based in the four provincial capitals of Friuli Venezia Giulia.

The Bilateral Handicraft Institution of Friuli Venezia Giulia (Ebiart) is part of the Italian National Handicraft Bilateral Institution and promotes a model of trade union relations based on conciliation. In this way, it gives value to shared elements, able to boost enterprise growth and employment safeguard. The purpose of Ebiart is to study and present initiatives aimed at increasing the development of the handicraft sector; managing financial resources and structures deriving from national and regional inter-federation agreements; promoting professional and entrepreneurial training as well as prevention and safety in working places.

Ascomlegno is a category association grouping operators in the timber sector that are interested to strengthen the commercial function of Trieste, a port traditionally specialized in regional, national and international traffic of sawed timber and wood products in general. The strength of these traffics is represented by the historical tradition of the Porto Franco (free port), a terminal specialized in acting as a market for imported timber as raw material and as a transit station for the uploading and downloading of sawed timber, semi-finished products and wooden panels.
The Association of industrial entrepreneurs of the province of Trieste, a member of the Confindustria (Confederation of Italian Industry) system, represents and supports enterprises at local level in their relations with the institutions, public administration and social parties, protecting the interests of the category. The Association deals with subsidies to enterprises; taxes and customs; environment and work safety; quality and technical rules; trade union relations and human resources; industrial relations; social security and insurance; professional training and updating.

The Union of industrial entrepreneurs of the province of Gorizia provides services to enterprises for the economic, social and organisational protection of the category. Moreover, the Union aims at supplying the assistance necessary for the solution of economic, administrative, technical and training problems of its member companies. The Union is directly represented in the major meetings and managing boards of institutions, administrations and consortia, at provincial, regional and national level, where it can grant its greatest support to the needs of industrial companies.

The Union of industrial entrepreneurs of Pordenone is a territorial entrepreneurial organisation which represents the interests of the industrial and service enterprises of the province. At national level, it is a member of Confindustria. Besides the organisational protection of the category, the Union deals with subsidies to enterprises; tax and customs; environment and work safety; quality and technical rules; trade union relations and human resources; industrial relations; social security and insurance; professional training and updating.

The Association of industrial entrepreneurs of the province of Udine has the following purposes: promoting the organisation of the industrial entrepreneurs of the province; representing the member companies in their relations with institutions and administrations and in negotiations on working conditions of personnel; fostering, developing and protecting, also through collective actions and negotiations, the moral, trade union, economic, fiscal and technical interests of the provincial industry, consistently with general interests; organising researches, debates, conventions and training activities.

The following territorial handicraft chambers operate in the Obalno-Kraška region:

  • Obmocna obrtna zbornica Koper,
  • Obmocna obrtna zbornica Izola,
  • Obmocna obrtna zbornica Piran,
  • Obmocna obrtna zbornica Sežana.
 

The first three chambers cover the territory of a single municipality whereas the chamber of Sežana gathers craftsmen from the four Karst municipalities (Sežana, Divaca, Komen, Hrpelje-Kozina).

The following territorial handicraft chambers operate in the Goriška region:

 
  •  Obmocna obrtna zbornica Nova Gorica,
  •  Obmocna obrtna zbornica Tolmin,
  •  Obmocna obrtna zbornica Idrija,
  •  Obmocna obrtna zbornica Ajdovšcina.

Each chamber covers the territory of the municipalities within its scope.

The territorial handicraft Chamber of Nova Gorica represents those who carry out a handicraft activity. It mainly deals with:

  • issuing handicraft licences and keeping handicraft records;
  • representing the interests of employers and looking after their relations with employees;
  • promoting the interests of its members both at national and at international level;
  • organising the Nova Gorica exhibition;
  • organising professional training activities;
  • disclosing information regarding changes in the laws governing SME;
  • providing assistance in obtaining credit;
  • organising professional advice and assistance in the establishment of new businesses.

The Slovenian Economic Regional Union (URES) is an inter-category association representing Slovenian entrepreneurs in Italy. Ures is divided according to category into five sections (foreign trade and services; retail trade; shops and tourism; craftmanship; autonomous work). It supplies trade union, training and promotion services. Furthermore, it assists its members in administrative and bureaucratic issues (accounting and income tax statements, salaries and personnel management, safety and environment, food hygiene, financing to enterprises, tax and legal advice, translation of tax models and of other official texts).
