Technological innovation is one of the most important aspects that SME have to deal with nowadays. For this reason, there is a growing need for financing to supply SME with adequate financial resources for the development of new projects.

Several international, national and regional institutions manage resources dedicated to SME development in technologically innovative sectors. The EU as well promotes various institutions and funds dedicated to innovation.
In Italy, there is a Ministry for Innovation and Technologies.

Agency for the Promotion of European Research – are active in Friuli Venezia Giulia, in Udine and Trieste.

Agemont, Agency for the Economic Development of the Mountain Region, operates in the mountain territory with the aim of promoting the start up and development of economic initiatives and favouring the exploitation of human and material resources.

Agemont operates in three areas:

  • Financial and real-estate activities
  • Centre for Technological Innovation
  • Centre for Services and Economic Promotion

The Agency addresses small and medium-sized enterprises (SME) of mountain territories, acting as sole interlocutor, to offer an integrated set of financial tools and support services to stimulate and sustain their technological and management innovation process.

Furthermore, Agemont acts as a link among small and medium-sized mountain enterprises, universities and research centres, to favour the diffusion of information, knowledge and experiences that are crucial for the growth of local enterprises.

EBRD, established in 1991 and based in London, aims at helping Central and Eastern European countries and Central Asian countries in the process of transforming their economies, from centralised planning systems to market economies.

Particularly, the Bank promotes the development of the private sector by supporting national and foreign investments. Generally, the financial risk of operations carried out by EBRD is shared with other financial institutions of the private sector such as, for example, commercial banks, mutual funds or others and with national export-credit agencies. EBRD performs the following activities:

  • supply of loans aimed at financing projects in the private sector;
  • promotion of restructuring and/or privatisation of public enterprises with national priority;
  • financing of projects supporting private-sector activities in the fields of infrastructures and public utility services.
Since 1991, EBRD has been operating in close cooperation with CEI (Central European Initiative).

EIB (European Investment Bank) is the financial institution of the European Union, set up in 1958 and based in Luxembourg. Its main activity is directed towards strengthening economic and social cohesion, integrating member states and balancing their development, consistently with the objectives of European Union, through the supply of medium-long term financing for specific projects. Being an EU institution, EIB constantly adapts its activities to EU policy developments. EIB operates in close cooperation with EU credit agencies and with the European Investment Fund (EIF), of which it is a shareholder. The European Union member states are its shareholders. They underwrote the Bank capital together, according to a subdivision based on their economic weight in the Union.

EIF – European Investment Fund – is the European Union’s financial institution specialized in supporting the creation, growth and development of Small and Medium-sized Enterprises. Created in 1994 by the EIB (European Investment Bank), the Fund operates in two sectors:

  • as regards risk capital, it intervenes with investments in enterprise capital participations, by means of risk capital resources and incubators that support SME and, particularly, enterprises in their first development phases in the technological sector;
  • as regards guarantee instruments, EIF provides guarantees to financial institutions giving credit to SME.
EIF does not invest directly in SME, but uses financial intermediaries located in various EU countries. Any evaluation and operating decision regarding any single investment and credit operation are delegated to them.

Friulia, being an investment financial institution, works in the territory as the operational arm of the Friuli Venezia Giulia Autonomous Region, for the development of the regional enterprise system. It takes up minority shares in the risk capital of regional enterprises, supplies medium-term financing and guarantees assistance and advisory services to the participated firms. Friulia’s investment activity regards the whole life cycle, from start-up to consolidation, MBI/MBO operations and internationalisation projects. The financial institution also performs a supporting activity for institutions and local administrations in territory development projects and in project financing; it manages EU funds and is the subject enacting EU programmes.

Friulia-Lis S.p.A. was set up in 1969 and features among its shareholders Friulia, the regional financial institution (85.1%), various regional banks, insurance companies and others.

The company performs a specific role for the growth, modernisation and introduction of technological innovations in enterprises operating in the regional territory, through the equipment and real-estate leasing financial tools.

Real estate leasing operations can be performed in favour of any kind of enterprises for industrial and commercial buildings that already exist or have to be built, located in the Friuli Venezia Giulia territory.

Equipment leasing operations can benefit both enterprises of any sector operating in the Friuli Venezia Giulia Region and Italian and foreign companies participated by regional enterprises for a share reaching at least 30%.

The company also operates in the foreign leasing sector.

APRE, Agency for the Promotion of European Research, in which AREA Science Park takes part, is based in Rome and is a non-profit association, established in 1990 under the patronage of MIUR (Italian Ministry of Education, University and Research), supplying information, training and assistance services on research and technological development programmes of the European Union. APRE has developed a network of regional Offices. Friuli Venezia Giulia hosts two offices:

  • AREA Science Park - Trieste
  • “Luigi Danieli” Scientific and Technological Park - Udine
The offices:
  • promote the participation of Italy to EU’s research, development and technological innovation programmes,
  • provide information on chances of financing, opportunities of scientific and technological cooperation existing at European level, results of EU research,
  • assist enterprises, universities, research centres and other institutions interested to participate in European research programmes,
  • supply training services for personnel of enterprises, universities and research centres.
