The HiCo Region features several innovation centres and enterprise incubators that allow to activate synergies in scientific and industrial fields and to stimulate and highlight innovative lines of economic and technological development, while enhancing the territory peculiarities.
These are economic development structures aimed at accelerating growth and consolidation of entrepreneurial initiatives.
A range of services is offered to small and medium-sized enterprises, together with an equipped space immediately available for the start-up phase. At the end of the start-up phase, enterprises are helped to settle in the surrounding territory.
The relevant advantages offered by incubators to entrepreneurs are:
- the possibility to assess the value of the business idea;
- the opportunity to take part in a network of national and international incubators;
- the access to measures and incentives for supporting enterprise creation and innovation.

The Centre is part of the incubator network of Sviluppo Italia Friuli Venezia Giulia. Located within the traffic centre of Gorizia, a logistic nodal point on the border between Italy and Slovenia, the BIC has an available incubator building of 4,800 m2 as a whole, 3,120 m2 of which devoted to the establishment of new initiatives for production and/or industry services. The area is subdivided into 3,000 m2 for 25 workshops, 450 m2 for incubation and 870 m2 for common areas. The Gorizia BIC has developed important cooperations with Central and Eastern European countries and has contributed to start up 32 new enterprises. As a whole, approximately 190 new jobs were created in the enterprises that operated (20) and still operate (12) at the BIC Gorizia.

The Business Innovation Centre of Spilimbergo employs two structures, one located in the historical city centre and the other in the industrial zone. Both are part of the incubator network of Sviluppo Italia Friuli Venezia Giulia. The city-centre incubator is located in a structure that is highly valuable from an architectural viewpoint and harmonically inserted in the urban environment, so that it produces a remarkable image return for advanced technology and service enterprises. The building located in the industrial zone offers modular spaces at extremely flexible conditions. Thanks to their characteristics of height, modularity and access from the outside, these are suitable to host the most diversified manufacturing activities, including industrial engineering businesses. In the two Centres, 29 new companies began their activity. As a whole, 92 new jobs were created by the enterprises that operated (9) and still operate (20) at the BIC Spilimbergo .
The Sežana incubator is located two kilometres away from the Slovenian-Italian border and covers the whole area of the former Iskra factory. The Municipality of Sežana owns its premises, whereas the Inkubator d.o.o. company has been entrusted its management. It covers a 11,500 m2 area, with 7,000 m2 of covered spaces, taken by 30 companies, many of which oriented towards cross-border cooperation. In the incubator area, some additional structures have recently been built (for a total area of approximately 5,000 m2), by companies coming out of the incubator and by other subjects, among which the Chamber of Craftmanship. Thanks to joint European and Slovenian Government financing, the construction of a new Business Innovation Centre is under way, near the existing incubator. The new centre will be devoted to innovative initiatives, transfer of know-how, establishment of businesses with high knowledge content, cross-border cooperation. It will be inaugurated in May 2006.
The University of Primorska (Koper), together with national and international research institutions, is active in the transfer of innovations and scientific discoveries to the economic world. The Primorska University incubator was constituted with the aim of promoting the creation of spin-off enterprises. Research projects are enacted by the Faculty of Management, the Faculty of Education, the Science and Research Centre of Koper, “Turistica” (College of Tourism of Portorož) and the Primorska Institute of Natural Sciences and Technology.
